42nd Plenary Meeting of the European Commission for the Efficiency of Justice (CEPEJ)

42nd  Plenary of CEPEJ was held on 18-19 June 2024 at the Council of Europe premises in Strasbourg (France). Ms. Hilal Tuğçe KILIÇ, Rapporteur Judge of Foreign Relations and Projects Bureau, attended the meeting on behalf of Council of Judges and Prosecutors (CJP). 


The opening speech was made by President Mr. Francesco DEPASQUALE (Malta) who was elected last year. 


During the meeting, within the framework of predetermined agenda, the participants were informed by CEPEJ working groups on the Evaluation of Judicial Systems (GT-EVAL), Quality of Justice (GT-QUAL), Judicial Time Management (SATURN) and Cyberjustice and Artificial Intelligence (GT-CYBERJUST) about the studies carried out and completed. Within this context, the draft of the 2024 (based on 2022 data) version of the report titled “European Judicial Systems CEPEJ Evaluation Report” that is published every two years was presented to the participants for consideration. The report evaluating the judicial systems of member countries, including Türkiye, of Council of Europe from certain aspects and that includes  comparative analysis of statistical data is planned to be published in October following its submission to the Committee of Ministers of the Council of Europe. 


During the meeting, 2023 Activity Report of CEPEJ was also evaluated; Council of Europe Framework Convention on artificial intelligence and human rights, democracy, and the rule of law, the first international legally binding convention aiming at ensuring respect for human rights, rule of law and legal standards of democracy in use of artificial intelligence (AI) systems was considered alongside European Ethical Charter on the use of Artificial Intelligence in judicial systems and their environment and the applicability of Framework Convention that will be open for signature by countries in September 2024 to the judiciary was discussed. 


Following the discussion of other items on the agenda, 42nd Plenary of CEPEJ was finalised with closing speeches.
