44th Bureau Meeting and 38th Working Group Meeting of the Consultative Council of European Prosecutors (CCPE)

The 38th Working Group Meeting and the 44th Bureau Meeting of the Consultative Council of European Prosecutors (CCPE), which was established in 2005 as an advisory body to the Committee of Ministers of the Council of Europe with the mandate to collect information on the functions of prosecution services in European countries, to carry out studies on the role of prosecutors within the criminal justice system, and in particular to prepare opinions concerning prosecutorial activities for the Committee of Ministers of the Council of Europe, were held in Strasbourg, France, on 19–20 February 2026.
Representing our country at the meeting were Rapporteur Judge Mr. Onur USTALİ of the Foreign Relations and Projects Bureau, who was elected as a Bureau Member at the 2024 Plenary Meeting of the Consultative Council of European Prosecutors (CCPE), and Rapporteur Judge Mr. Yunus Emre YUMUŞAKBAŞ of the Foreign Relations and Projects Bureau.
The agenda of the meeting, which brought together participants at various levels representing the prosecution services of the member states of the Council of Europe, consisted of proposals regarding the draft Opinion No. 21 entitled “Providing Efficient Support and Safeguards for Prosecutors” and the drafting of these proposals. During the meeting, the purpose and scope of the Opinion were determined in light of the comments and contributions of the representatives of the member states, and efforts were made to develop the draft text forming the basis of Opinion No. 21, addressing issues relating to the protection and security of prosecutors, their training, relations with the media, service conditions, and the promotion of prosecutors’ professional well-being. In this context, the proposals put forward by our representatives under each thematic heading made a significant contribution to the draft text.
The meeting concluded following the decision taken regarding the 39th Working Group Meeting to be held in May.
