45th Bureau Meeting and 39th Working Group Meeting of the Consultative Council of European Prosecutors (CCPE) 08.06.2026

The 39th Working Group Meeting and the 45th Bureau Meeting of the Consultative Council of European Prosecutors (CCPE), which was established in 2005 as an advisory body of the Committee of Ministers of the Council of Europe to collect information on prosecutorial activities in European countries, conduct studies on the role of prosecutors within the criminal justice system, and prepare opinions concerning prosecutorial activities for the Committee of Ministers of the Council of Europe, were held in Strasbourg, France, on 28-29 May 2026. Türkiye was represented at the meeting by Mr Onur USTALI, Rapporteur Judge of the Foreign Relations and Projects Bureau, who was elected as a member of the CCPE Bureau at the 2024 CCPE Plenary Meeting, and Mr Yunus Emre YUMUŞAKBAŞ, Rapporteur Judge of the Foreign Relations and Projects Bureau.

The agenda of the meeting, which brought together participants at various levels representing the prosecution services of the member States of the Council of Europe, consisted of discussions concerning proposals related to Draft Opinion No. 21 on “Providing Support and Safeguards for Prosecutors in Order to Enable an Efficient Prosecution Service” and the work carried out on the draft text. During the meeting, Draft Opinion No. 21 was examined in detail, and members of the Working Group shared their views and assessments regarding the scope, structure and recommendations of the draft text. As a result of the deliberations, the amendments and additions considered necessary in light of the experiences of the member States and the proposals put forward were incorporated into the draft text; thus, significant progress was achieved towards the further development and refinement of the final text to be submitted to the Plenary Meeting. In this context, the representatives of Türkiye actively contributed to the development of the draft text by submitting various proposals, particularly during the consultations concerning the protection and security of prosecutors, the improvement of working conditions, relations with the media and social media, and the effective use of modern technologies in prosecution services.

The meeting concluded following discussions on matters related to the preparations for the CCPE Plenary Meeting and the decision that the Plenary Meeting would be held on 15-16 October 2026.
