45th Plenary Meeting of European Commission for the Efficiency of Justice (CEPEJ) was held on 4-5 December 2025 at the premises of the Council of Europe in Strasbourg, France. Ms. Hilal Tuğçe Kılıç, Rapporteur Judge of Foreign Affairs and Projects Bureau, participated in the meeting on behalf of the Council of Judges and Prosecutors (CJP).
The meeting was conducted within the scope of the predetermined agenda. The terms of reference of Working Groups on the evaluation of judicial systems (GT-EVAL), quality of justice (GT-QUAL) and cyberjustice and artificial intelligence (GT-CYBERJUST) were renewed. It was also decided to expand the missions of Working Group on judicial time management (SATURN) by creating a new Working Group (CEPEJ-GT-EFF) on the efficiency of judicial proceedings.
As supporting document for courts wishing to improve users’ access to justice at various levels draft “Checklist for promoting access to justice”, and the drafts of “Guidelines on the use of generative AI for courts”, “Case-weighting tool”, “Study on workload measurement systems in courts” were presented to the Plenary for evaluation and adopted.
Besides, in the meeting, in relation to the CEPEJ Evaluation Report on European Judicial Systems, containing comparative analysis of statistical data and evaluating judicial systems of European Council member states including our country from certain aspects, it was announced that the collection of the data for 2025 was still continuing and the 2026 report would be published in December 2026.
