As part of the process initiated by the Council of Judges and Prosecutors in order to improve institutional cooperation between the judicial councils of member and observer states of the Organization of Turkic States (OTS), the first and second meetings were held in Istanbul in 2015 and 2024, respectively, and the third meeting was held in Baku, the capital of the Republic of Azerbaijan, in 2025.
The “4th Meeting of the Presidents of Judicial Councils of the Organization of Turkic States” was hosted by Uzbekistan on 21–22 May 2026 in Samarkand, and Mr. Fuzuli Aydoğdu, the Acting President of the Council of Judges and Prosecutors, and Mr. Hakan Bulut and Mr. Veli Ünal, Rapporteur Judges, participated in the meeting.
Representing the OTS and the judicial councils of the member states, the meeting was attended by Mr. Kubanychbek Omuraliev, Secretary General of the OTS; Mr. Inam Karimov, Chairman of the Judicial-Legal Council of the Republic of Azerbaijan; Mr. Dmitriy Malakhov, Chairman of the Supreme Judicial Council of the Republic of Kazakhstan; and Mrs. Aida Seydakmatova, Chairperson of the Council of Judges of the Kyrgyz Republic. Additionally, an address was delivered on behalf of the President of the Republic of Uzbekistan by Mrs. Nodira Jalalovna Khakimova, Deputy Head of the Presidential Administration, and welcoming remarks were given by Mr. Mirzo-Ulugbek Abdusalomov, Chairman of the Constitutional Court, and Mr. Bakhtiyor Islamov, Chairman of the Supreme Court of the Republic of Uzbekistan.
On the occasion of the meeting, a bilateral meeting was also held with Mr. Serdar Deniz, Consul General of the Republic of Türkiye in Samarkand.
Within the framework of the programme, technical-level working meetings were held; ideas were exchanged between the representatives of member states; additionally, sessions held at the presidents level addressed current developments in the judicial field, joint work areas and opportunities for future cooperation.
In this context, the “Memorandum of Understanding on Judicial Ethics between Judicial Councils of Member States of OTS” was reviewed, the text was finalized, and a signing ceremony for the Memorandum of Understanding was held.
As a result of the sessions, technical meetings and bilateral contacts held within the framework of the meeting, it was concluded that the shared commitment among member states to strengthen judicial cooperation continues, and that the approach to conducting joint work, particularly in areas such as judicial ethics, training of judges, professional experience-sharing, digitalization and artificial intelligence (AI) applications, has been further reinforced.
It was decided that the next meeting would be hosted by the Supreme Judicial Council of the Republic of Kazakhstan.
