Member

He was born on 01.01.1964 in Çayırçökek Village of Tekkeköy/Samsun. He completed his primary, secondary and high school education in Samsun. In 1987, he graduated from the Department of Public Administration, Faculty of Economics and Administrative Sciences, Uludağ University.

Having worked at the General Directorate of Turkish State Railways (TCDD) and the General Directorate of the State Airports Authority (DHMİ), he became a candidate for an administrative judgeship in 1990. He served respectively as member of Sakarya Administrative Court, member of Ankara Administrative Court, President of Ankara 15th Administrative Court, Member of Erzurum Regional Administrative Court and President of Erzurum Regional Administrative Court for one year, Member of Kırıkkale Regional Administrative Court, Head of the 4th Board of Ankara Regional Administrative Court, and after the Courts of Appeal were established, President of the 10th Department of Administrative Cases of Ankara Regional Administrative Court. Cengiz Aydemir was elected as a member of the Council of State on 1 October 2024. He was subsequently elected as a member of the Council of Judges and Prosecutors at the 89th plenary session of the Grand National Assembly of Turkey on 20 May 2025, while serving as a member of the 5th Chamber of the Council of State and the Administrative Board of the Council of State.

Having started his master's degree in Gazi University Institute of Social Sciences, Department of Public Administration, he completed this programme in Sakarya University Institute of Social Sciences, Department of Public Administration and was awarded the title of Public Administration Science Specialist.

Cengiz Aydemir, a former faculty member at the Justice Academy who received professional training at the European Court of Human Rights (ECHR), published an article titled ‘Interaction of National and International Legislation in the Context of Refugee, Geographical Limitation and Temporary Protection’ in the Refereed Journal No. 152 issued by the Presidency of the Council of State, and he has also an article titled ‘Sanction of Deprivation of Public Office in the light of the Decisions of the European Court of Human Rights and the Constitutional Court’. 

He speaks German. He is married, with three children.
