Head of the First Chamber

Mr. Koç was born in Bulcuk (Ilgın/Konya) on 5 September 1966. After having completed his primary, secondary and high school education in Konya, he graduated from İstanbul University, Faculty of Political Sciences, Department of Public Administration in 1988.

He launched his career as administrative judge candidate in Ankara on 8 January 1991. Mr. Koç served as the member of Hatay Tax Court, the member of Ankara Administrative Court, the rapporteur judge of the Council of State and the member of Ankara Regional Administrative Court respectively. He was elected as the substitute member of Council of Judges and Prosecutors on 17 October 2010. Following that Mr. Koç served as the President of Ankara 17^th Administrative Court and the President of Ankara Regional Administrative Court. Between 17 November 2011-25 November 2014, Mr. Koç was the regular member of the Council of Judges and Prosecutors.  On 12 October 2014 he was elected as the member of CJP.

Following constitutional amendment of 2017, he was selected as the member of CJP by President Mr. Recep Tayyip Erdoğan on 19 May 2017. He served as the President of the First Chamber of CJP.

Mr. Koç was selected once more as the member of CJP by President Recep Tayyip Erdoğan on 26 May 2021.

He presently serves as the President of the First Chamber of CJP. Mr. Koç is married with two children.
