Mr. Kolcu was born in Rize on 10 November 1971. After having completed his primary and high school education in Rize, he graduated from Selçuk University, Faculty of Law in 1994. Mr. Kolcu did his military service in 1996 in Balıkesir Ordnance Private Training School and Isparta 58^th Division Command. He launched his career as judge candidate in Rize. He served as judge in Bayburt, Eynesil and Ardahan. Then he worked as Şebinkarahisar Assize Court President, Bilecik Assize Court President. Following that he served as judge in Trabzon, as president in Trabzon 1^st Assize Court and 2^nd Assize Court (Terror), as president in Justice Commissian and Trabzon Regional Court of Justice.

On 27 May 2021, Mr. Kolcu was selected by President Mr. Recep Tayyip Erdoğan as CJP member and he currently serves as member in the First Chamber of CJP. He is married with two children.
