He was born in Ulukışla District of Niğde in 1980. 

He graduated from İstanbul University Faculty of Law in 2002. He did his master’s degree in Gazi University. 

He launched his career as Judge-Prosecutor Candidate in Adana in 2003. Starting from 2006, he respectively served as Public Prosecutor in Public Prosecution Offices of Körfez/Kocaeli, Çaldıran/Van, Altınekin/Konya. After having served as an Inspector in the Council of Judges and Prosecutors, he worked as Public Prosecutor in Polatlı and Ankara Batı Public Prosecution Offices. Following that he served as Ankara Batı Deputy Chief Public Prosecutor, Internal Auditor in Ministry of Justice and İstanbul Deputy Chief Public Prosecutor. 

He served as Director General of Criminal Affairs of the Ministry of Justice between May 2024 – October 2024 and while carrying out this duty, he was appointed as Deputy Minister of Justice on 03/10/2024 by Presidential Decree. 

Mr Yılmaz is married with 2 children.
