The official opening ceremony of the Academy of Justice of Republic of Uzbekistan under the Presidency of Supreme Judicial Council, which had been established by the Decree of the President of the Republic of Uzbekistan, a friendly and brotherly country, and within this context an international conference entitled ‘Forming a Corps of Highly Qualified Judges in the New Uzbekistan: The Effectiveness of Reforms and Development Prospects’ were held on 1-4 October 2025. Mr Yunus Emre Yumuşakbaş, Rapporteur Judge of the Foreign Affairs and Project Bureau, attended this event on behalf of our Council, at the invitation of the Presidency of the Supreme Judicial Council of the Republic of Uzbekistan.
Following the hosting of guests from the international community and the opening ceremony at the Uzbekistan Academy of Justice building on 2 October 2025, congratulations were received in the Academy of Justice Conference Hall. Following the opening speech by Mr Yodgorov Kholmumin Buvraboevich (President of the Supreme Judicial Council of the Republic of Uzbekistan), Ms Khakimova Nodira (Vice-President of the Republic of Uzbekistan for Reforms of the Judicial System) addressed all participants, highlighting the recent judicial reform efforts in Uzbekistan and expressing her gladness at the establishment of the Academy of Justice as being a pillar of these efforts. After congratulatory speeches by Mr Abdusalomov Mirzo-Ulugbeg (President of the Constitutional Court of the Republic of Uzbekistan), Mr Islamov Bakhtiyor (President of the Supreme Court), Mr Mingbaev Ubaydulla, (President of the Judges' Union), and Ms Makhmudova Robakhon (Head of the Social Democratic Party ‘Adolat’), the floor was given to the international participants who witnessed this historic moment for the judiciary of the Republic of Uzbekistan to deliver congratulatory speeches.
In this framework, Mr Yunus Emre Yumuşakbaş, speaking on behalf of our country, firstly expressed his pleasure and congratulations at being invited and witnessing this historic moment, which is of great importance for our ancestral homeland, the Republic of Uzbekistan, and continued his speech by delivering the congratulatory address and best wishes of Mr Fuzuli Aydoğdu, Acting President of the Council of Judges and Prosecutors, on the establishment of the Academy of Justice of the Republic of Uzbekistan, stating his confidence that the Academy of Justice will provide important services like the Justice Academy of Türkiye, and emphasising his full belief that they will carry out work that will strengthen the rule of law, judicial independence and trust in the judiciary, just like our Council.
The Council of Judges and Prosecutors also participated in the international conference entitled ‘Forming a Corps of Highly Qualified Judges in the New Uzbekistan: The Effectiveness of Reforms and Development Prospects’’ held on 3 October 2025. Moreover, Judicial authorities from the Republic of Azerbaijan, the Republic of Kazakhstan, and the Republic of Kyrgyzstan, the Justice Academy of Türkiye, the Russian State University of Justice, Yıldırım Beyazıt University (online), and international organisations such as UNESCO, UNICEF, OSCE, and ICJ participated in the Conference and delivered speeches.
Congratulatory speeches and presentations that would inspire the work of the Academy of Justice of the Republic of Uzbekistan were followed by the presentation of plaques to the participants, and the programme concluded with a group photograph.
