Mr. Topaç was born in Pertek, Tunceli on 20 July 1970. He completed his undergraduate studies at Dokuz Eylül University, Faculty of Law and his graduate studies at İstanbul University, Institute of Forensic Sciences.

Having completed judge and prosecutor candidacy ranking in the first place in December 1994, Mr. Topaç served as Şebinkarahisar Public Prosecutor, Araban Public Prosecutor, Develi Public Prosecutor, Bandırma Public Prosecutor, Bodrum Chief Public Prosecutor, Sinop Chief Public Prosecutor, Erzurum Deputy Chief Public Prosecutor, Beykoz Public Prosecutor, İstanbul Anadolu Deputy Chief Public Prosecutor respectively. In October 2014, he was elected by first degree judges and public prosecutors in High Council of Judges and Prosecutors (HCJP) membership elections as HCJP member. He served as the member of First Chamber of HCJP until 6 June 2017. Mr. Koç was elected as the member of the Court of Cassation by the Plenary of CJP on 5 July 2017. He was elected as the member of CJP by the Plenary of Turkish Grand National Assembly on 25 May 2021 and still carries out this duty.

He has several articles published in national newspapers and professional journals. He is also the author of the professional book entitled “Legal, Criminal and Administrative Liability in Medical Care Matters” (Tıbbi Müdahaleden Kaynaklı Hukuki,  Cezai ve İdari Sorumluluk).

He’s married with two children.
