Within the scope of its ongoing efforts to strengthen international cooperation in the field of justice, the Council of Judges and Prosecutors contributes to programmes that prioritize the exchange of experience with judicial institutions of other countries.
In this context, an international seminar was held on 4–5 December 2025 in Ashgabat within the framework of the “Project for the Development and Establishment of a Specialized Family Court System within the Supreme Court of Turkmenistan,” which is implemented in partnership with the OSCE Centre in Ashgabat and the Supreme Court of Turkmenistan, and approved by the Government of Turkmenistan.
As the first event to which speakers from the OSCE region were invited, the seminar brought together representatives from the Constitutional Court of Türkiye, the Justice Academy of Türkiye, and the Council of Judges and Prosecutors. The Council was represented by Mr. Veli Ünal.
Prior to the programme, the Turkish delegation was received on 3 December 2025 by Ambassador Ahmet Demirok, Türkiye’s Ambassador to Ashgabat. During the meeting, the importance of strengthening international judicial cooperation and sharing experience on specialized court practices was underlined.
The seminar commenced with opening remarks delivered by Mr. Toynazar Hudaynazarov, Deputy Supreme Court of Turkmenistan, and Mr. Rune Castberg, Acting Head of the OSCE Centre in Ashgabat. Following the opening session, the Turkish delegation delivered detailed presentations over the course of two days on the structure, jurisdiction, and functioning of family courts in Türkiye, as well as judicial procedures relating to the resolution of family law disputes. Comprehensive information was shared regarding national practice.
The seminar highlighted the significance of the ongoing cooperation between the two countries in the field of justice and reaffirmed the shared commitment to mutual visits and further exchange of experience.
The programme concluded with the presentation of gifts and closing remarks.
