Prof. Dr. Çetin Arslan was born in 1968 in Mersin-Gülnar. He graduated from Kabataş Boys High School in 1984 and from Istanbul University Faculty of Law in 1988. Respectively, Mr. Arslan served as a Public Prosecutor in Gümüşhane and Eruh, as a Judge in Burdur-Yeşilova and İskenderun, and as a Public Prosecutor at the Court of Cassation (within the framework of this duty Mr. Arslan also served as Prosecutor of Supreme Criminal Tribunal) .

Within the framework of his academic studies he carried out in parallel with his professional life, Mr. Arslan was awarded the titles of “Science Expert in Financial Law” (1993), “Doctor of Public Law” (1997), “Associate Professor of Criminal Law and Criminal Procedure Law” (2009), and “Professor of Criminal Law and Criminal Procedure Law” (2014).

Mr. Arslan was appointed to the Faculty of Law of Hacettepe University in 2013 where he served as Dean, Head of the Department of Public Law, Chair of the Department of Criminal Law and Criminal Procedure Law, and Director of the Digital Forensic Research and Application Center. Mr. Arslan is the author of twenty-five books and numerous articles on legal issues and also participated in many national and international scientific events as an organizer and participant.

Prof. Dr. Çetin ARSLAN was elected as a member of the Council of Judges and Prosecutors by the General Assembly of the Grand National Assembly of Türkiye (TBMM) on January 31, 2024, in accordance with Article 159 of the Constitution of the Republic of Türkiye.

He is married with two children.
