Mr. Arslan was born in Gülnar/Mersin in 1968. He graduated from Kabataş Boys’ High School (1984) and Istanbul University, Faculty of Law (1988). Mr. Arslan respectively served as public prosecutor in Gümüşhane and Eruh and as judge in Burdur-Yeşilova and İskenderun. He also served as Public Prosecutor in the Court of Cassation (within the framework of this duty Mr. Arslan also served as Prosecutor of Supreme Criminal Tribunal). 

Within the framework of academic studies he pursued along with his professional life, Mr. Arslan received the titles of Master of Science in Financial Law (1993), Doctor of Public Law (2009), Associate Professor of Criminal Law and Criminal Procedure Law and Professor of Criminal Law and Criminal Procedure Law (2014).
 
He was appointed to the Faculty of Law of Hacettepe University in 2013 where he served as Dean, Chief of Department of Public Law, Head of Criminal Law and Criminal Procedure Law Department and Head of Digital Forensics Research and Practice Center. Mr. Arslan is the author of twenty five books and many articles on legal matters and he also took part in several national and international scientific activities as organizer and participant. 

Pursuant to Article 159 of the Constitution of Turkish Republic, Prof. Dr. Çetin Arslan was elected as the member of CJP by the Plenary of Turkish Grand National Assembly on 31.01.2024. 

He’s married with two children.
