CCPE was established by the Committee of Ministers of the Council of Europe in 2005 and its first meeting was held in Moscow on 6 July 2006. At the 19th Plenary Meeting of the CCPE as a sub-advisory body to the Committee of Ministers of the Council of Europe that was held in Strasbourg, on 28-29 October 2024, Mr Onur USTALİ, Rapporteur Judge and Member of the CCPE Working Group, and Mr Yunus Emre AÇIKBAŞ, Rapporteur Judge, represented the CJP.
At the Plenary Meeting, elections were held for Presidency, Vice Presidency and Bureau Membership to the CCPE. In the elections attended on behalf of Türkiye, Mr. Onur USTALİ, CJP Rapporteur Judge, the current CCPE President (representative of the Czech Republic) and Ms. Jana ZEZULOVA were elected as the CCPE Bureau Members for the years 2025-2026. Mr Antonio Vercher NOGUERA (Representative of Spain) was elected as CCPE President and Mr. Raymond BRISCOE (Representative of Ireland) was elected as Vice President of CCPE for 2025.
The administrative work and procedures of the CCPE are conducted by the CCPE Bureau, which is comprised of the President and Vice-President, both of whom are elected for a one-year term, as well as two additional members elected by the General Assembly for a two-year term. The Bureau is supported by a permanent Secretariat at the Council of Europe.
