The Consultative Council of European Prosecutors (CCPE) was established by the Committee of Ministers of the Council of Europe in 2005, and its first meeting was held in Moscow on 6 July 2026. 21st Plenary of CCPE, which serves as a sub-advisory body to the Committee of Ministers of the Council of Europe, was held in Strasbourg on 15-16 October 2026, and Mr. Onur Ustali, Rapporteur Judge of CJP and Bureau Member of CCPE, represented the Council of Judges and Prosecutors of Türkiye during the meeting.
The agenda of the meeting, which was attended by participants and observers at various levels representing the prosecution bodies of member states of the Council of Europe, was the draft “Opinion No.21 on providing support and safeguards for prosecutors in order to enable an efficient prosecution service” and the elections of executive bodies. At the end of the meeting, the draft opinion was adopted by the Plenary as Opinion No. 21 of CCPE.
At the Plenary meeting, elections for CCPE administration for the years 2026 and 2027 were held. In the elections, in which Türkiye was represented, Mr. Onur Ustali, Rapporteur Judge of CJP and Mr. Barna Miskolczi (Representative of Hungary) were elected as CCPE Bureau Members for the period of 2027-2028 by the representatives. The administrative affairs and operations of CCPE are carried out by a permanent Secretariat based at the Council of Europe and CCPE Bureau, consisting of a President and a Vice-President that are annually elected, together with two additional members that are elected for a two-year term.
