Study Visit to the Hague, the Netherlands

In order to observe on site the practices of the International Criminal Court (ICC) and the International Court of Justice (ICJ), the delegation composed of Mr. Yaşar Şimşek and Mr. Hüseyin Şahin, the members of the First Chamber, Mr. Mehmet Ademoğlu and Prof. Dr. Ali Cengiz Köseoğlu, the members of the Second Chamber, and Mr. Zeki Uysal, the Rapporteur  Judge at the Foreign Relations and Projects Bureau of the Council of Judges and Prosecutors (CJP) made a study visit to the Hague, the Netherlands on 2 and 3 April 2019. Also, Mr. Yetkin Ergün, the Councellor of Justice in the Hague, accompanied our delegation during the official visits.

The delegation visited, on 2 April, the ICC, which was established in accordance with the Rome Statute in order to initiate an investigation or  prosecution of the most serious crime of concern to the international community namely genocide, crimes against humanity, war crimes and crime of aggression in the states which officially recognize its judicial authority. Within the context of the ICC visit, the delegation first attended the trial related to the case of The Prosecutor v. Dominic Ongwen heard before the ICC. The visit proceeded with the presentation regarding the history, the mandate and the structure of the Court, given by Mr. Chang-ho Chung, a judge of the ICC, and with a briefing by Mr. Leonie von Braun, a trial lawyer, regarding the mandate and the work of the Office of the Prosecutor. The ICC visit ended after a question and answer session.

The delegation visited, on 3 April, the ICJ, which was established with a view to settle the disputes brought before it by the states that officially recognize its compulsory judicial authority, and which is the principal judicial organ of the United Nations. Within the scope of the ICJ visit, our delegation was hosted by Mr. Andrei Poskakukhin, the First Secretary General and the Head of the Information Department, and was informed regarding the history, the functioning system, and the Peace Palace, in which the ICJ campus is located. Finally, the various sections of the ICJ such as the trial hall and the deliberation room were visited.

The delegation returned to Türkiye on 4 April, after the completion of the visit schedule.
