Consultative Council of European Prosecutors (CCPE), which was established as a consultative body to the Committee of Ministers of Council of Europe (CoE) in 2005 in order to collect information about the functioning of prosecution services in Europe, to carry out studies on the role of public prosecution in the criminal justice system and has in particular the task to prepare opinions for the Committee of Ministers on issues related to the prosecution service, held its 18th Plenary Meeting on 19-20 October 2023 in Strasbourg/France.

On behalf of the Council of Judges and Prosecutors (CJP), Mr. Onur USTALİ, Rapporteur Judge of the Foreign Relations and Project Bureau attended the meeting which is held in participation with the CoE Members and Observer States together with certain international organizations.

During the meeting, presentations were made on the Draft Opinion No. 18 on Councils and Governance of Prosecutorial Systems which was decided to be worked on and prepared by the Working Group and on thematic studies on the subjects of “Overview of Councils of Prosecutors and Other Bodies Dealing with Prosecutorial Self-Governance in Member States” also “Digitalisation in the Work of the Prosecution Services and International Co-operation” which were created with the knowledge from systems of member countries. The members took the floor and made certain evaluations on these subjects. 

After completion of abovementioned studies, the new president, the vice-president and the bureau and working group members of CCPE were elected to replace those whose term expired. 

Mr.Onur USTALİ, Rapporteur Judge of the Foreign Relations and Project Bureau of the CJP, was selected as a member to the Working Group which is responsible and authorized for preparing the 2024 Draft Opinion to be taken as a basis to the Opinion No. 19 of the CCPE.

Following the presentations delivered on the last day, the Plenary ended with closing remarks and thank-you speeches, and a briefing about the calendar and schedule decided for 2024.
