Taking into consideration the importance of transfer of experience and exchange of views between the judicial councils which are the basic responsible unit of the countries’ judicial systems and the guarantee of independent and impartial judiciary, the Meeting of Judicial Councils of the Turkic Speaking Countries was held with the participation of senior representatives from judicial councils of the Republic of Azerbaijan, the Kyrgyz Republic and the Republic of Kazakhstan within the framework of an organization hosted by our Council on 22-23 December 2015 in Istanbul.
Within the framework of the activities conducted for the continuation and institutionalization of the cooperation between the judicial councils of the Member and Observer States of the Organization of Turkic States (OTS), the 2nd Meeting of the Presidents of the Councils of Judges of the Member and Observer States of OTS was hosted in Istanbul by the Council of Judges and Prosecutors of Türkiye (CJP) and the Secretariat General of OTS on 22-24 May 2024.
Within the context of the meeting, the delegation of CJP presided by Mr. Yılmaz TUNÇ, the President of CJP and the Minister of Justice; Mr. Kubanychbek OMURALIEV, the Secretary General of OTS and the presidents of guest delegations were received by Mr. Recep Tayyip ERDOĞAN, the President of the Republic of Türkiye.

Within the context of the meeting, the delegation of CJP presided by Mr. Yılmaz TUNÇ, the President of CJP and the Minister of Justice and the Heads of Delegations and Representatives of Member and Observer States of OTS paid a working visit to the Secretariat of the Organization of Turkic States.
Within the framework of the concrete output of the matters handled and discussed during the meeting, ‘The Final Declaration of the 2nd Meeting of the Presidents of the Councils of Judges of the Member and Observer States of Organization of Turkic States’ was signed on 23 May 2024. The following decisions have been taken in the Final Declaration:
• A Statute that will guide the steps to be taken for institutionalization of the cooperation will be prepared until the end of 2024 by a sub-working group composed of representatives of the judicial councils of the Member and Observer States of the Organization of Turkic States, hosted by the Council of Judges and Prosecutors of the Republic of Türkiye and Organization of Turkic States;
• The third meeting will be hosted by the Republic of Azerbaijan in 2025 and during this meeting, the Statute related to the network of judicial councils envisaged to be established will be adopted and;
• The meetings of the council will be held every year on a rotational basis in the state in accordance with the English alphabetical order of the names of the Parties.
