The Visit of the High Council of Judges and Prosecutors to Austria/Vienna

A study visit to Vienna, the capital of Austria, was arranged by the High Council of Judges and Prosecutors from the 23rd to the 27th of March in order to investigate on site the activities of the Organisation for Security and Cooperation in Europe, and to strengthen the cooperation between our Council and the judicial bodies of Austria. The Head of the High Council of Judges and Prosecutors 1st Chamber Mr. Halil Koç, the 1st chamber members Mr. Rasim Aytin and Mr. Isa Çelik, Mr. Selim Yıldız, the Head of the Inspection Board, the Reporter Judges in the Council, and the inspectors attended the aforementioned visit. In addition, Mr. Halit Haki Barut, our Judicial Advisor before the OSCE also accompanied our delegation during the official visits.

 

On the first day of the visit, our delegation met Mr. Dunya Migatovic, the OSCE Representative for the Freedom of Press, and the deputy representatives. During the meeting, Mr. Migatovic expressed his appreciation regarding the decrease in the number of the arrested journalists in Türkiye, and praised the cooperation of the Turkish authorities. In addition, the most recent judicial happenings in Türkiye were discussed between the delegations, and the delegations agreed to strengthen cooperation. In the evening, the delegation attended the reception and the dinner served in their honour by Ambassador Mr. Tacan Ildem, the representative of Türkiye before the Organisation for Security and Cooperation in Europe at his residence, and received information on the activities of Türkiye before the OSCE.

 

In the morning session on the second day of the visit, our delegation visited the Ministry of Justice, and Mr. Anton Paukner, the head of the Personal Control and Public Service Law, and the Deputy Head of the Department Dr. Thomas Gotwald delivered a presentation on the judicial system of Austria. Also, Mr. Mag. Gerhard Nogratnig, the head of the Judge and Prosecutor Appointment Department made a presentation on the appointment and the monitoring of judges and prosecutors. During the afternoon session of the visit, Dr. Gerhard Gelinek, the head of the Vienna Regional Judicial Court, delivered a presentation on the selection of the candidate judges and the traineeship in the court. The official visits for the 2nd day ended with the exchange of gifts between delegations after the interactive question and answer session.

 

On the third day of the visit, the Court of Cassation of Australia was visited. In the morning session, Judge Dr. Schmaranxer delivered a presentation on the role of the Court of Cassation in the judicial system of Australia. In the afternoon, Mag. Dr. Klackl, the Chief Prosecutor in the Vienna Reginal Judicial Court, made a presentation on the organisational structure of the Chief Prosecution Department in the court, and the methods of investigation followed. In addition, Judge Mag. Fornather-lentner delivered a presentation on the occupational trainings for judges and prosecutors. The official visits reached the end with the exchange of gifts between delegations after the interactive question and answer session, and the delegation returned to Türkiye.
