The High Council of Judges and Prosecutors visited Rome, the capital of Italy, on 9-10 September 2015, for the purpose of examining the implementation of the Italian judicial ethics codes on site within the framework of the preparatory work of the project on “Strengthening the Judicial Ethics in Türkiye”, which is planned to be launched soon. The committee was chaired by of Mr. Mehmet YILMAZ, the Head of the Second Chamber of the High Council of Judges and Prosecutors; and composed of Mr. Bilgin BAŞARAN, the Secretary General of the High Council of Judges and Prosecutors, and project officers Mr. Ozan Muzaffer KÖSTÜ and Mr. Zeki UYSAL, Rapporteur Judges at the Department of Foreign Relations and Projects of the High Council of Judges and Prosecutors. 

On the first day of the visit, our Committee was greeted by Mr. Pasquale Paolo CICCOLO, the Chief Public Prosecutor at the Court of Cassation of Italy, at his office, and Mr. Raffale BOTTA, the Deputy Secretary General of the Court of Cassation of Italy, participates in the meeting on behalf of the President of the Court of Cassation of Italy. In the meeting, our Committee was informed on the disciplinary procedures of the Chief Prosecution Office at the Court of Cassation of Italy for the judges and prosecutors, and following the expressing of wishes of further improvements of the relations between the judicial bodies of the two countries and mutual presenting of gifts, the visit was concluded. Upon the invitation of Mr. Aydın Adnan SEZGİN, the Turkish Ambassador at Rome, or Committee also visited the Turkish Embassy on the same day. 

On the second day of the visit, our Committee was greeted at the Superior Council of the Judiciary of Italy by Mr. Giovanni LEGNINI, the Deputy President. Following the opening remarks, presentations were made as follows: “Deontology, Ethics and Roles in the Society – What Are the Expectations of the Society from the Judges?” by Professor Doctor Renato BALDUZZI, member of the Council; “System of Ethics and Discipline in Italy” by Mr. Luca PALAMARA, member of the Council; “Ethical Codes, Disciplinary Actions and Appointment, Promotion and Disciplinary Procedures of Judges and Prosecutors” by Mr. Rosario SPINA, member of the Council. Subsequently, the discussions on material discipline incidents took place with the participation of Mr. Giulio ADILARDI and Ms. Mariarosaria GUGLIELMI, the Deputy Secretary Generals of the Council. After the mutual presenting of gifts, the official visit of the Committee was concluded.
