Visit of the High Council of Judges and Prosecutors to the Hague, Netherlands

A study visit to the Netherlands was arranged by the High Council of Judges and Prosecutors from the 13th to the 17th of April 2015 in order to investigate on site the activities of the International Criminal Court, and to strengthen the cooperation between our council and the judicial bodies of the Netherlands. The 2nd Chamber Member Mr. Taci Bayhan, the 1st Chamber Member Mr. Yakup Ata, Mr. Kemal Açıkgöz, the Deputy Head of the Inspection Body, the Rapporteur Judges in the Council, and inspectors attended the aforementioned study visit. In addition, Dr. Hakan A. Yavuz, our Judicial Advisor in the Hague, also accompanied our delegation during the official visits.

 

During the morning session on the first day of the visit, Dr. Hakan A. Yavuz delivered a presentation to the delegation of the Council at the Embassy Building on the legal system of the Netherlands, the international legal bodies in the Netherlands, and the activities of the consultancy. After the presentation, lunch was served at the residence of the Ambassador Mr. Sadık Arslan in honour of the delegation. In the afternoon, the National Prosecution Department that is located in Roterdam was visited. Within the context of this visit, our delegation met the delegation composed of Mr. Fred Westerbeke, the Chief Prosecutor of the National Prosecution Department, Mr. Elto Roelfs, a prosecutor in the Financial Crimes Bureau, and the International Crimes Prosecutor Mrs. Lisette Vas. The Dutch delegation informed our delegation on the working fields and the activities of the Prosecution Department. After this meeting, the department where crime related objects are kept was visited.

 

The Scheviningen PI International Penitentiary, where the convicts convicted by the International Criminal Court are detained, was visited on the second day of the visit, and the Director of the Penitentiary gave information to our delegation about the penitentiary.

 

The International Criminal Court was visited during the morning session on the third day of the visit. During this visit, Mr. Robert Fremr, the Judge of the Court, and Mr. Kamran Choudry and Mrs. Amy Khojasteh, experts of the Prosecution Office, delivered separate presentations on the organisation, working fields and activities of the court. The aforementioned visit reached to the end with the exchange of gifts between delegations after the interactive question and answer session. In the afternoon on the same day, the Judicial Council of the Netherlands was visited, and our delegation met Mr. Frits Bakker and Mr. Kees Sterk, the Director and the Deputy Director of the Council, who informed our delegation on the organisation and the operation of the Council. After the exchange of opinions between delegations, the Visit of the Dutch Judicial Council to the High Council of Judges and Prosecutors in Türkiye in order to strengthen the planned mutual cooperation was agreed to be arranged in September. The official visits reached the end after the exchange of gifts between delegations, and our delegation returned to Türkiye.
