Visit of the Judicial General Council of Mongolia

The President of the Judicial General Council of Mongolia, Ms. Munguntsetseg Nyamsuren and her accompanying delegation paid an official visit to Türkiye between 17-21 February 2025 at the invitation of the Council of Judges and Prosecutors. The guest delegation was composed of the members of the Judicial General Council of Mongolia, namely Mr. Ononchimeg Ryenchindorj, Mr. Zumberellkham Dorjdamba, Mr. Baasanjav Navagchamba and Mr. Nasandelger Amgalan, and Mr. Baatar Batbayar, a researcher-trainer from the Training and Research Centre.

On 17 February 2025, the delegation visited the Council of Judges and Prosecutors, where they were welcomed by Mr. Mehmet Akif Ekinci (Acting President of the Council of Judges and Prosecutors and President of the 2nd Chamber), Mr. Atila Öztürk (Secretary General), Mr. Cem Karaca and Dr. Müjgan Karyağdı (Deputy Secretaries General).

During the visit, a Memorandum of Understanding was signed between the Council of Judges and Prosecutors of the Republic of Türkiye and the Judicial General Council of Mongolia. This document, signed by Mr. Mehmet Akif Ekinci, Acting President of the Council of Judges and Prosecutors and Ms Munguntsetseg Nyamsuren, President of the Judicial General Council of Mongolia, aims to strengthen the cooperation between the Judicial Councils of the two countries and to enhance the exchange of information and experience on issues within their fields of competence and responsibility.

Within the scope of the Memorandum of Understanding, it is envisaged to carry out joint work in many areas such as the organisation of mutual working visits and international conferences.

At the signing ceremony of the Memorandum of Understanding, which was also attended by Mr. Munkhbayar Gombosuren, Ambassador of Mongolia to Ankara, it was expressed that this declaration of intent represents a significant opportunity to further strengthen the friendly relations between the two countries.

During the visit of the guest delegation to the Council, the delegation was provided with comprehensive information on the structure and functioning of the Council and also presentations were made on the promotion processes, decree procedures and the permanent authorisation practices regarding judges and prosecutors.

On the same day, the delegation visited the Justice Academy of Türkiye, where they were welcomed by Mr. Bekir Altun, the Academy's President. During the visit, the delegation was informed about the prevocational training of assistant judges and prosecutors, as well as the in-service training programmes for judges and prosecutors.

Subsequently, the delegation visited the Anıtkabir and on the same day travelled to Istanbul to examine the activities of the courts of first instance. During the Istanbul part of the working visit, the delegation visited the Istanbul Palace of Justice and was received separately by Mr. Akın Gürlek, Chief Public Prosecutor of Istanbul and Mr. Sait Özdemir, President of İstanbul Justice Commission of the Court of First İnstance for Jurisdiction. This meeting included a bilateral exchange of information on judicial services, and the courthouse visit, which was organised as part of this programme, provided an opportunity to observe on-site examples of how the court and prosecutorial system function, in particular the operation of the UYAP system.

Following the lunch given in honour of the guest delegation at the Istanbul Courthouse, the working visit was concluded.
