A seven-member delegation of the High Prosecutorial Council of the Republic of Albania, headed by its Chairperson, Ms. Mirela BOGDANI, and comprising Deputy Chairperson Mr. Erind GERMENJI and Council Members Ms. Arta MANDRO, Ms. Ledina LERA, Mr. Erind MERKURI, Mr. Zeqir HODA and Mr. Moisi DUDA, paid an official working visit to Türkiye from 19 to 24 October 2026, hosted by the Council of Judges and Prosecutors.
On 20 October 2026, the delegation visited the General Directorate of Information Technologies of the Ministry of Justice, where they were briefed on the National Judiciary Informatics System (UYAP) by the Director General of Information Technologies, Mr. Mehmet Murat TUZCU. The delegation then met with representatives of our Council, headed by Mr. Fuzuli AYDOĞDU, Acting President of the Council of Judges and Prosecutors and Head of the Second Chamber, and including Dr. Müjgan KARYAĞDI, Deputy Secretary General, and Mr. Veli ÜNAL and Mr. Hakan BULUT, Rapporteur Judges. During the meeting, the two sides exchanged information and experience on the structures and duties of the two Councils, as well as on the appointment, transfer, professional evaluation and career development of prosecutors.
On the same day, the delegation visited the Constitutional Court, where they were briefed on the duties and functioning of constitutional adjudication during a meeting chaired by Mr. Murat AZAKLI, Secretary General of the Constitutional Court.
On 21 October 2026, the delegation visited the Justice Academy of Türkiye and the Office of the Chief Public Prosecutor of the Court of Cassation, where they were received by Mr. Metin YILDIRIM, President of the Justice Academy of Türkiye, and Mr. Muhsin ŞENTÜRK, Chief Public Prosecutor of the Court of Cassation, respectively. During the meetings, information and experience were exchanged on the initial and in-service training of members of the judiciary, as well as on the duties and functioning of the Office of the Chief Public Prosecutor of the Court of Cassation. On the same day, the delegation also visited the Şaşmaz İşyurtları Social Facility within the Ankara Open Penal Institution, where they observed the activities carried out at the facility and received information on its operations.
Having travelled to Istanbul on the evening of 21 October, the delegation was received on 22 October 2026 by Mr. Fatih DÖNMEZ, Istanbul Chief Public Prosecutor. During the meeting, the duties and working procedures of the Chief Public Prosecutor’s Office, as well as practices relating to prosecutorial activities, were discussed.
The visits and meetings are expected to contribute to strengthening institutional dialogue between the two Councils, sustaining the mutual exchange of information and experience, and developing opportunities for future cooperation.
