Workshop for Human Rights Law was held on 16-17 May in Ankara

“Workshop for Human Rights Law” was held on 16-17 May 2016 at the Ankara Holiday Inn Hotel, carried out by the High Council of Judges and Prosecutors of Türkiye with the cooperation of the Raoul Wallenberg Institute of Human Rights and Humanitarian Law, with the participation of Dr. Atilla NALBANT, Head of Division at the ECtHR, and Prof. Dr. Osman DOĞRU, Head of the Department of Human Rights Law at the Faculty of Law of the University of Marmara.

The Acting President of the HCJP, the President of the First Chamber of the HCJP, Members of the HCJP, the President and the Deputy President of the Inspection Board of the HCJP, the Secretary General of the HCJP, the Deputy Secretaries General of the HCJP, as well as 25 Chief Inspectors and Inspectors of the HCJP and 25 Rapporteur Judges working at the discipline and complaint bureaus of the HCJP participated in the Workshop.

On the first day of the Workshop, which started with the keynote speech of Mr. Mehmet YILMAZ, the Acting President of the HCJP, presentations regarding disciplinary procedures were made by Mrs. Müjgan KARYAĞDI and Mr. Musa KANICI, Deputy Secretaries General of the HCJP, and Mr. Yunus Nadi KOLUKISA, Deputy President of the Inspection Board of the HCJP; followed by presentations entitled “The Scope of the Guarantees Envisaged by the Right to Fair Trial and the Implementation of This Right on the Disciplinary Procedures for Judges and Prosecutors” and “Examples from the Decisions of the ECtHR related to the Right of Judges and Prosecutors to Access an Effective Remedy or a Court and the Right to a Fair Trial” by Dr. Atilla NALBANT, Head of Division at the ECtHR.

On the second day of the Workshop, Prof. Dr. Osman DOĞRU made a presentation entitled “Freedom of Expression of Public Officials, Especially Judges and Prosecutors”, and subsequently, the Workshop proceeded with the discussion session where the questions of the participants, which had been collected the day before, were answered. In this session, Prof. Dr. Osman DOĞRU and Dr. Atilla NALBANT answered the participants’ questions related to practice, by giving examples from the case-law of the ECtHR.
